PVcomBank is a bank that consistently drives innovation across all aspects of its business and operations. As a result, the capability requirements of its workforce have always been a key priority for senior leadership, with strong investment placed on continuous development. Following multiple competitive bidding rounds in accordance with regulations, Talent Gate was selected as the partner to design and implement the Competency Framework for PVcomBank, covering the full journey from initial current-state analysis to the completion of organization-wide competency assessment.
Project Background
PVcomBank is positioned as a mid-sized bank within Vietnam’s banking system. Despite its scale, the organization operates with a full range of roles, including both business and support functions, comparable in scope and structure to those of Big4 banks. Driven by a strong aspiration for continuous growth, PVcomBank maintains high expectations for talent development. With a clear strategic vision, its leadership identified that human resource development must begin from the foundation—establishing and refining a comprehensive Competency Framework that can serve as the backbone for all HR activities.
The Challenge
Over a period of 1.5 years, Talent Gate partnered closely with PVcomBank to develop a comprehensive competency framework spanning all levels, from core to leadership, and across all functions from business units to head office. The framework was designed with a high level of detail and consistency, ensuring a shared understanding across the organization while remaining flexible enough for practical application in diverse roles and contexts. This was achieved through a rigorous and well-structured methodology tailored specifically to PVcomBank. In the early stages of the project, Talent Gate worked hand in hand with the organization to conduct in-depth current-state analysis, gaining a realistic and holistic understanding of the business to ensure that the chosen approach would be both effective and sustainable in the long term.
Strategy and Solution
In projects of this nature, the analysis phase plays a critical role, much like spending hours sharpening an axe before cutting down a tree efficiently. This philosophy was strongly reflected in the approach taken for this project. Talent Gate adopted a careful and iterative methodology, continuously analyzing, discussing, and aligning with PVcomBank’s leadership on the implementation approach for each phase and target group. While adjustments were made throughout the process to suit specific contexts, the core principles and criteria of the Competency Framework were consistently maintained to ensure its overall integrity and coherence.
The project followed a structured journey aligned with international HR consulting standards, moving through stages of analysis, design, implementation, and evaluation. Given the large scale of deployment, various unforeseen challenges arose during execution. However, thanks to the exceptional perseverance and commitment of PVcomBank, combined with the expertise and dedication of Talent Gate’s consulting team, the project was successfully completed within 1.5 years. This timeline is considered highly efficient given the breadth of scope, the level of detail required, and the high expectations for both accuracy and long-term sustainability.
It is a significant achievement that today, all employees at PVcomBank are aware of the Competency Framework, understand its structure, and are able to apply it in practice. To sustain and further enhance its impact in the coming years, organizations need to continuously reassess employee competencies and deepen the integration of the framework across all HR processes. Results
Through this project, a valuable lesson has been reinforced: delivering a large-scale transformation requires courage, persistence, and collective alignment.
